Western diplomats have discussed possible security guarantees for Iran as part of a package of sanctions and incentives. But many analysts believe the only guarantee Iran wants is abolishment of Israel's nuclear weapons capability.
"And that's not going to happen," said Kimberly Elliott, an international economist with the Center for Global Development, an independent think tank in Washington.
